Odd question to ask...but ok. I think more people would get it if it said "oct 25 = dec 31" but it's not a joke at that point.
Long Solution that non-geeks can follow:
We count in base 10. (ie. when adding, if sum is more than 9 we "carry the 1" to be added in the next column) It's possible to count in other bases, like any base (ie. remember in high school math when you could have log base 10 or log base anything and convert it to base 10? similar here.)
31=2^4+2^3+2^2+2^1+2^0=11111 in binary (base 2, so options are 1 or 0)
25=2^4+2^3+2^0=11001 in binary
Convert to base 8. (options for numbers are 0-7)
31=011 111 = 37 (base 8, zero added as a place holder therefore it has no real value)
25=011 001 = 31 (base 8...BINGO!)
I'm posting both numbers because I, at first, incorrectly assumed that oct 31 meant to make 31 into base 8. I got 37 and so converted 25 into base 8 and got the correct answer. So, based on the way I tried at first, to me oct 25=dec 31 would have led me to the correct answer more quickly...but then the joke is lost.

We're both correct, our perspectives are different.
My take was "take 25, convert to base 8, get 31" while your take is "31 is the number base 8 of the decimal number 25". This explains why I think oct 25=dec 31 makes more sense to me: because 25 as base 8 is 31...while yours is that 31 is already base 8 so you just needed to covert either the 31 to base 10 or the 31 to base 8. I was missing that piece of info as I didn't know which number needed what, as I only understood that somehow converting one of the numbers would get the other in a different base.
I hope this makes sense. The point is that we're saying the same thing just from different perspectives. :)

Is "InfiniGeek" next? Note use of camelcase, originally a geekism before becoming more widespread. Besides, it differentiates the word from "infinigeek", a contributor to the Urban Dictionary.
