The 2009 legislative session, unofficially billed by many as the “solar session,” began with unexpected political forces aligning in support of energy efficiency, renewable power, and a broad forward push for clean energy. But, when the rubber hit the road, these bills didn’t become law.

Topics of the discussion and panel session will include:

What does this legislative vacuum mean for the future of clean energy in Texas?
Is it good, bad, or irrelevant?
Will municipal governments, federal legislation, or market forces fill the void?
Should a special session of the legislature be called just to address this issue?
